A district or group of districts may establish an improved learning program.
The commissioner of education may waive district compliance with its rules which would prevent implementation of an improved learning program. Participation in an improved learning program as a principal-teacher, counselor-teacher, or career teacher must not affect seniority in the district or rights under the applicable collective bargaining agreement.
A district providing an improved learning program may receive funds for the program from private sources and governmental agencies, including state or federal funds.
