     32.20 Inspection of books and records.  


    The books and records of all persons, owners, and operators 
 coming within the provisions of section 32.18 shall be open for 
 the inspection of the commissioner and the commissioner's 
 deputies and employees at all times, who shall make such 
 examination thereof as is desired or deemed necessary by the 
 commissioner.
