     252.23 Eligibility requirements. 

    A developmental achievement center shall: 

    (1) provide developmental services to children with mental 
 retardation or related conditions who can benefit from the 
 program of services; and 

    (2)  comply with all rules duly adopted by the commissioner 
 of human services.
