103D.801 PROCEDURE WHEN CONTRACT IS NOT LET.
If all of the bids received are for a price more than 30 percent greater than the engineer's
estimate in the engineer's report, or for a price in excess of the benefits less damages and other
costs, the managers shall follow the procedure described in section 103E.511.
