     261.003 Eligibility standards, rules.  

    The commissioner of human services shall promulgate rules 
 in accordance with chapter 14, prescribing minimum standards of 
 eligibility and payment for poor relief, which shall recognize 
 cost of living differences in the various counties of the state.
