     252A.14 Commissioner as advisor. 

    The commissioner, acting through the local agency, shall 
 seek out those mentally retarded persons who are in need of 
 guardianship and shall advise them as to the availability of 
 suitable services and assistance.  The provision of advice and 
 guidance may be made without prior appointment by a court and 
 shall not be dependent upon a finding of incompetency.  The 
 provision of services by the commissioner does not authorize the 
 care, treatment, supervision, or any control over any mentally 
 retarded person.
