     12.28 Orders, rules; enforcement. 

    Every organization for emergency management established 
 pursuant to this chapter and its officers shall execute and 
 enforce orders and rules as may be made by the governor under 
 authority of this chapter or section 216C.15.  Each organization 
 must have available for inspection at its office all orders and 
 rules made by the governor, or under the governor's authority.
