In determining whether to issue more than one Class C license to an applicant, the commission shall consider the nature of the licenses sought and already held, and whether holding multiple licenses would be a conflict of interest.
No racing official may serve or act in a nonofficial capacity at a race meeting at which he or she is licensed as an official.
In addition to the prohibitions of item B, a person licensed as an owner may not be licensed as a jockey agent, nor may any person licensed as a jockey agent be licensed as an owner.
For all county fairs in which the average daily handle for the preceding year was less than $150,000, the commission may authorize county fair associations to allow officials other than stewards to act in dual capacities. Stewards may act as placing judges and timers. The commission may require that additional officials be present at a county fair meet at the time of application approval or renewal of the class D license.
