Each application for a fuel conversion facility shall contain a description of alternatives available to the applicant that differ significantly from the proposed facility with respect to location, size, timing, or design. The description of each alternative shall include the following information, if applicable:
a map showing the planned location of the facility and its interconnections with energy transportation systems;
the input materials that would be processed by the facility and the products that would be produced;
the projected annual operating and maintenance costs in current dollars for each of the first five calendar years of operation;
a description of the methods that would be used to transport input and output materials to and from the facility;
the estimated amounts and types of energy products that would be consumed during operation of the facility at the design capacity;
the expected average percentage of use of the full design capacity for each of the first five calendar years of operation;
a discussion of the maintenance requirements of the facility, including the estimated impact on production; and
