Code of Federal Regulations, title 40, part 63, subpart EEEE, as amended, entitled "National Emission Standards for Hazardous Air Pollutants: Organic Liquids Distribution (Nongasoline)," is incorporated by reference, except that the authorities identified in section 63.2402, paragraph (b), are not delegated to the commissioner and are retained by the administrator.
