Code of Federal Regulations, title 40, part 63, subpart DDDDD, as amended, entitled "National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers and Process Heaters," is incorporated by reference, except that the authorities identified in Code of Federal Regulations, title 40, section 63.7570(b), are not delegated to the commissioner and are retained by the administrator.
