To be eligible to operate without a permit under this chapter, the owner or operator of an insignificant facility must comply with this part and part 7008.2000.
The owner or operator of an insignificant facility must limit the number of emissions units at the facility so that potential emissions from the facility are less than the thresholds in this item, calculated according to subpart 4:
The owner or operator of an insignificant facility must ensure that:
The owner or operator of an insignificant facility must maintain a record of all emissions units and the Minnesota Rules citation that defines each emissions unit as an insignificant activity or conditionally insignificant activity.
The records must be permanently kept on site at the facility or central office and be readily available for the commissioner to examine and copy.
The owner or operator of an insignificant facility must calculate emissions to determine eligibility under this part as provided in this subpart. The owner or operator must:
use the electronic spreadsheet "Insignificant Facility PTE" provided by the commissioner to identify the number of emissions units and the Minnesota Rules citation that defines each emissions unit as an insignificant activity or conditionally insignificant activity to determine potential emissions from the insignificant facility. The "Insignificant Facility PTE" electronic spreadsheet is incorporated by reference, is not subject to frequent change, and is available on the agency's Web site at https://www.pca.state.mn.us/regulations/minnesota-rulemaking; or
