A licensee may hold radioactive material with half-lives of less than or equal to 120 days for decay-in-storage before disposal in ordinary trash if the licensee:
determines that its radioactivity cannot be distinguished from the background radiation level with an appropriate radiation detection survey meter set on its most sensitive scale and with no interposed shielding; and
removes or obliterates all radiation labels, except for radiation labels on materials that are within containers and that will be managed as biomedical waste after they are released from the licensee.
The licensee shall retain a record of each disposal for three years. The record must include:
the manufacturer's name, model number, and serial number of the survey instrument used, or a unique survey meter identification that can be cross-referenced to a specific manufacturer, model, and serial number;
