Specifying certain statutory provisions; modifying certain
political reporting requirements; providing for judicial retention elections;
specifying certain transition period requirements; creating an independent
judicial performance evaluation commission; specifying certain membership and
meetings requirements; classifying data; specifying certain standards and
procedures; requiring preparation and distribution of survey forms for
performance evaluation purposes; specifying certain evaluation requirements;
providing for an evaluation panel and specifying certain membership requirements
and duties; requiring publication of evaluation results; providing for judicial
retention elections; prohibiting service on multiple commissions; authorizing
the supreme court to assess judicial performance evaluation fees; establishing a
judicial performance evaluation fee account; specifying requirements for initial
appointments and first meeting of commissioners of the independent judicial
performance commission; repealing certain provisions relating to incumbent
