Laws of Minnesota 1993 CHAPTER 114-H.F.No. 430 An act relating to human services; requiring the departments of health and human services to develop plans to reduce duplication and paperwork in reviews conducted. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. [COORDINATION OF DEPARTMENT REVIEWS AND EVALUATIONS.] The commissioners of health and human services shall develop and implement a plan by 1995 to coordinate reviews, surveys, evaluations, and investigations conducted by the agencies. The plan shall determine which department is responsible for conducting specific reviews, surveys, and evaluations. The purpose of the state coordinated plan is to reduce duplication and paperwork, including paperwork required of local agencies and providers. The commissioners of health and human services shall consult with local agencies, providers, and other interested parties in the formulation of a statewide coordinated plan. Sec. 2. [STUDY OF FOOD INSPECTIONS.] The commissioner of health, in cooperation with the commissioner of agriculture, affected local health departments, and representatives of statewide organizations for the businesses that are inspected, shall study and report to the legislature by February 1, 1994, on the current system for regulating and inspecting grocery stores and food, beverage, and lodging establishments. The study shall analyze the current system and determine whether or not the system could be improved (1) through better coordination of various inspection responsibilities; (2) by assigning to either the commissioner of health or the commissioner of agriculture the responsibility to conduct all food-related inspections; or (3) by adopting other modifications that the report shall recommend. Sec. 3. [EFFECTIVE DATE.] Sections 1 and 2 are effective the day following final enactment. Presented to the governor May 7, 1993 Signed by the governor May 10, 1993, 2:59 p.m.
