Laws of Minnesota 1989 CHAPTER 41-H.F.No. 1586 An act relating to appropriations; providing emergency relief for Red River Valley area flooding; providing for an arbitration award. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. [APPROPRIATION; RED RIVER VALLEY AREA FLOODING.] $250,000 is appropriated from the general fund to the commissioner of natural resources for emergency relief for flooding in the Red River Valley area of Minnesota. Sec. 2. [ARBITRATION AWARD.] $3,799,000 is appropriated from the state building fund to the commissioner of administration to pay the state office building arbitration award. Sec. 3. [BOND SALE.] To provide the money appropriated by section 2 from the state building fund the commissioner of finance on request of the governor shall sell and issue bonds of the state in an amount up to $3,799,000 in the manner, upon the terms, and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI, sections 4 to 7. Sec. 4. [EFFECTIVE DATE.] Sections 1 to 3 are effective the day after its final enactment. Presented to the governor April 20, 1989 Signed by the governor April 21, 1989, 4:35 p.m.
