Laws of Minnesota 1984 CHAPTER 424-S.F.No. 2145 An act relating to Olmsted County; allowing contracts for solid waste management property, facilities, and services to be let without advertisement for bids. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. [MANAGEMENT AND SERVICE CONTRACTS.] Notwithstanding any law to the contrary, Olmsted County may enter into contracts with or without advertisement for bids for the construction, installation, maintenance, and operation of property and facilities on private or public lands and may contract for the furnishing of solid waste management services. If a county contract is let by negotiation, without advertising for bids, the county shall conduct the negotiation and award the contract using a fair and open procedure and in full compliance with Minnesota Statutes, section 471.705. If a county contract is to be awarded by bid, the county may, after notice to the public and prospective bidders, conduct a fair and open process of prequalification of bidders prior to advertisement for bids. Sec. 2. [EFFECTIVE DATE.] This act is effective the day after compliance with Minnesota Statutes, section 645.021, subdivision 3, by the governing body of Olmsted County. Approved April 23, 1984
