Laws of Minnesota 1983 CHAPTER 135--S.F.No. 1104 An act relating to motor vehicles; removing requirements for issuance of a Minnesota identification card; providing for the marking of a Minnesota identification card; amending Minnesota Statutes 1982, section 171.07, subdivision 3. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. Minnesota Statutes 1982, section 171.07, subdivision 3, is amended to read: Subd. 3. Upon payment of the required fee the departmentmayshall issue to every applicant thereforwho does notphysically qualify for a driver's license, or any person notcurrently licensed to drive, who does not intend to apply for adriver's license under this section or who wishes to discontinuedriving and surrenders his current driver's license,a Minnesota identification card. The cardshallmust bear a distinguishing number assigned to the applicant, a colored photograph, the full name, date of birth, residence address, a description of the applicant in the manner as the commissioner deems necessary, and a space upon which the applicant shall write his usual signature and his date of birth with pen and ink. Each Minnesota identification cardshallmust be plainly marked"non-driver"Minnesota identification card - not a driver's license. The fee for a Minnesota identification card issued toanya person who is mentally retarded, as defined in section 252A.02, subdivision 2,shall beis 50 cents. Sec. 2. [EFFECTIVE DATE.] Section 1 is effective January 1, 1984. Approved May 12, 1983
