1.1 A bill for an act 1.2 relating to education funding; restoring training and 1.3 experience revenue; appropriating money; amending 1.4 Minnesota Statutes 1998, section 126C.11. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. Minnesota Statutes 1998, section 126C.11, is 1.7 amended to read: 1.8 126C.11 [TRAINING AND EXPERIENCE INDEX.] 1.9 The training and experience index for fiscal year19992000 1.10 and later must be constructed in the following manner: 1.11 (a) The department must construct a matrix that classifies 1.12 teachers by the extent of training received in accredited 1.13 institutions of higher education and by the years of experience 1.14 that districts take into account in determining teacher salaries. 1.15 (b) The average salary for each cell of the matrix must be 1.16 computed as follows using data fromfiscal year 1997the second 1.17 year from the previous biennium: 1.18 (1) For each district, multiply the salary paid to 1.19 full-time equivalent teachers with that combination of training 1.20 and experience according to the district's teacher salary 1.21 schedule by the number of resident pupil units in that district. 1.22 (2) Add the amounts computed in clause (1) for all 1.23 districts in the state and divide the resulting sum by the total 1.24 number of resident pupil units in all districts in the state 1.25 that employ teachers. 2.1 (c) For each cell in the matrix, compute the ratio of the 2.2 average salary in that cell to the average salary for all 2.3 teachers in the state duringfiscal year 1997the second year of 2.4 the previous biennium. 2.5 (d) The index for each district that employs teachers 2.6 equals the sum of: (i) for teachers employed in that district2.7during fiscal year 1997 and the current fiscal year,the ratios 2.8 for each teachercomputed using data for fiscal year 1997; and2.9(ii) for teachers employedin that districtduring the current2.10fiscal year but not during fiscal year 1997, the ratio for2.11teachers who are in their first year of teaching and who have no2.12additional credits or degrees above a bachelor's degreedivided 2.13 by the number of teachers in that district. The index for a 2.14 district that employs no teachers is zero. 2.15 Sec. 2. [EFFECTIVE DATE.] 2.16 Section 1 is effective for revenue for fiscal year 2000 and 2.17 later.
