A bill for an act
relating to higher education; requiring postsecondary institutions to notify
prospective students of the potential effects of a criminal conviction on future
employment; proposing coding for new law in Minnesota Statutes, chapter 135A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) A public or private postsecondary educational institution located in this state
shall give the notice specified in this section to each person applying to be a student at
the institution.

"NOTICE REGARDING POSSIBLE IMPACT OF CRIMINAL RECORDS

If you have been arrested, charged, or convicted of any criminal offense, you
should investigate the impact that the arrest, charge, or conviction may have on your
chances of employment in the field you intend to study or on your chances to obtain
federal, state, and other higher education financial aid."

(b) A public or private postsecondary educational institution is not liable for failing
to provide the notice required by this section.
