A bill for an act
relating to human services; appropriating money for a needs analysis for emergency
shelter for LGBTQIA+ youth experiencing homelessness; requiring a report.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $200,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of human services to conduct a needs analysis for emergency shelter serving LGBTQIA+
youth experiencing homelessness. This is a onetime appropriation.

(b) The commissioner must contract with Our Space MN to conduct the needs analysis.
In conducting the needs analysis, Our Space MN must consider:

(1) the number of individuals needing emergency shelter at any given time;
new text end
new text begin
(2) the age ranges of the individuals who would be served;
new text end
new text begin
(3) the types of support services needed when individuals arrive at the shelter;
new text end
new text begin
(4) the outreach necessary to let LGBTQIA+ individuals know that emergency shelter
is available; and

(5) where individuals needing emergency shelter are coming from.

(c) No later than ......., the commissioner must submit a report to the legislative committees
with jurisdiction over services for persons experiencing homelessness with the results of
the needs analysis for emergency shelter serving LGBTQIA+ youth experiencing
homelessness.
