  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for capital aspects of child care and early childhood 
  1.4             education in Austin; authorizing state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [AUSTIN CHILD CARE.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $2,750,000 is appropriated 
  1.8   from the bond proceeds fund to the commissioner of children, 
  1.9   families, and learning for a grant to the city of Austin to 
  1.10  provide for capital aspects of a comprehensive program for child 
  1.11  care and early childhood education.  The grantee must ensure 
  1.12  that child care services are offered on a 24-hour-a-day basis. 
  1.13     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.14  this act from the bond proceeds fund, the commissioner of 
  1.15  finance, on request of the governor, shall sell and issue bonds 
  1.16  of the state in an amount up to $2,750,000 in the manner, upon 
  1.17  the terms, and with the effect prescribed by Minnesota Statutes, 
  1.18  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.19  article XI, sections 4 to 7. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     This act is effective the day following final enactment.
