A bill for an act
relating to capital improvements; appropriating money for environment and
natural resource purposes; spending to acquire and better public land, improve
water quality, and other improvements of a capital nature; authorizing the sale
and issuance of state bonds.

Constitution, article XI, sections 4 to 7.
