  1.1                          A bill for an act 
  1.2             relating to health occupations; establishing the 
  1.3             council of health boards; amending Minnesota Statutes 
  1.4             2000, sections 214.001, by adding a subdivision; 
  1.5             214.002, subdivision 1; and 214.01, by adding a 
  1.6             subdivision; proposing coding for new law in Minnesota 
  1.7             Statutes, chapter 214. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 214.001, is 
  1.10  amended by adding a subdivision to read: 
  1.11     Subd. 4.  [INFORMATION FROM COUNCIL OF HEALTH BOARDS.] The 
  1.12  legislature may obtain information from the council of health 
  1.13  boards on proposals relating to the regulation of health 
  1.14  occupations. 
  1.15     Sec. 2.  Minnesota Statutes 2000, section 214.002, 
  1.16  subdivision 1, is amended to read: 
  1.17     Subdivision 1.  [WRITTEN REPORT.] Within 15 days of the 
  1.18  introduction of a bill proposing new or expanded regulation of 
  1.19  an occupation, the proponents of the new or expanded regulation 
  1.20  shall submit a written report to the chair of the standing 
  1.21  committee in each house of the legislature to which the bill was 
  1.22  referred and to the council of health boards setting out the 
  1.23  information required by this section.  If a committee chair 
  1.24  requests that the report be submitted earlier, but no fewer than 
  1.25  five days from introduction of the bill, the proponents shall 
  1.26  comply with the request. 
  2.1      Sec. 3.  Minnesota Statutes 2000, section 214.01, is 
  2.2   amended by adding a subdivision to read: 
  2.3      Subd. 1a.  [COUNCIL OF HEALTH BOARDS.] "Council of health 
  2.4   boards" means a collaborative body established by the 
  2.5   health-related licensing boards. 
  2.6      Sec. 4.  [214.025] [COUNCIL OF HEALTH BOARDS.] 
  2.7      The health-related licensing boards may establish a council 
  2.8   of health boards consisting of representatives of the 
  2.9   health-related licensing boards and the emergency medical 
  2.10  services regulatory board.  Members shall serve on a voluntary 
  2.11  basis without compensation or reimbursement of expenses.  When 
  2.12  reviewing legislation or legislative proposals relating to the 
  2.13  regulation of health occupations, the council shall include the 
  2.14  commissioner of health or a designee.
