  1.1                          A bill for an act 
  1.2             relating to highways; advancing construction projects 
  1.3             on I-494; suspending construction of I-35W/trunk 
  1.4             highway No. 62 improvement project until I-494 work is 
  1.5             completed; authorizing design-build construction on 
  1.6             I-494; redirecting available funds from I-35W/trunk 
  1.7             highway No. 62 project to I-494 project.  
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [ADVANCEMENT OF I-494 TRANSPORTATION PROJECTS 
  1.10  IN CONSTRUCTION SCHEDULE.] 
  1.11     The commissioner of transportation shall advance the 
  1.12  construction schedule of the following projects to the maximum 
  1.13  feasible extent: 
  1.14     (1) construction of third through lane in each direction 
  1.15  and replacement and redecking of bridges on I-494 from trunk 
  1.16  highway No. 5 to trunk highway No. 100; and 
  1.17     (2) construction of third lane in each direction and 
  1.18  replacement of bridges on I-494 between I-394 and trunk highway 
  1.19  No. 5. 
  1.20     Sec. 2.  [DESIGN-BUILD AUTHORIZATION.] 
  1.21     The commissioner of transportation may use, for the project 
  1.22  described in section 1, a design-build method of project 
  1.23  development and construction, in which a single contractor is 
  1.24  responsible for both the design and construction of the project 
  1.25  and bids the design and construction together.  Notwithstanding 
  1.26  Minnesota Statutes, section 16C.06, the commissioner may award a 
  2.1   design-build contract on the basis of requests for proposals or 
  2.2   requests for qualifications without bids. 
  2.3      Sec. 3.  [TEMPORARY SUSPENSION OF I-35W/TRUNK HIGHWAY NO. 
  2.4   62 TRANSPORTATION CONSTRUCTION PROJECT.] 
  2.5      The commissioner of transportation shall temporarily 
  2.6   suspend work on the I-35W/trunk highway No. 62 improvement 
  2.7   project, involving separation of the two roadways in the commons 
  2.8   area, replacement of ramps, construction of a high-occupancy 
  2.9   vehicle lane, and changes in access.  The commissioner shall 
  2.10  resume work on this project after the completion of the 
  2.11  transportation construction projects described in section 1. 
  2.12     Sec. 4.  [REDIRECTION OF FUNDS.] 
  2.13     The commissioner of transportation shall redirect all funds 
  2.14  available from any source for the I-35W/trunk highway No. 62 
  2.15  improvement project to the I-494 reconstruction projects 
  2.16  described in section 1 until the described I-494 construction 
  2.17  projects are completed. 
  2.18     Sec. 5.  [EFFECTIVE DATE.] 
  2.19     Sections 1 to 4 are effective the day following final 
  2.20  enactment.
