A bill for an act
proposing an amendment to the Minnesota Constitution by adding a section
to article XI; providing continuing appropriations for the operation of state
government under certain conditions.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, a section shall be added to article XI, to read:

If an appropriation of a specific amount for a specific fiscal year, commonly
known as a direct appropriation, is not amended, superseded, or eliminated by a law
enacted by the legislature before July 1 of an odd-numbered year, the appropriation
continues in the next and subsequent fiscal years until amended, superseded, or eliminated
by a law enacted by the legislature. An appropriation that is designated as onetime or
is onetime in nature is eliminated by law at the end of the fiscal year or biennium for
which it was made.

The proposed amendment must be submitted to the people at the 2012 general
election. The question submitted must be:

appropriations in the event any of the major budget bills is not enacted before July 1 of
an odd-numbered year?
