A bill for an act
relating to highways; requiring the Department of Transportation to study exterior
noise mitigation associated with rumble strips and rumble stripes; directing the
commissioner to consider removal of noise-producing rumble strips and stripes.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of transportation shall study and modify,
as appropriate, the department's policy and associated technical memoranda concerning
installation of rumble strips and rumble stripes, with the goal of mitigating associated
exterior noise levels without compromising highway safety. The commissioner shall review
existing research and conduct research through the MnROAD facility to determine the
effect on external noise production of various products, installation techniques, and design
variables, such as width, spacing, length, depth, height, pattern, and shape of indentations.

consider removal of installed rumble strips and stripes that produce an unacceptable level
of exterior noise and are located near residences.
