Notwithstanding Minnesota Statutes, section 204C.19, subdivision 3, the secretary of
state and local elections officials may disclose a precinct's initial count results following
the 2020 state primary election and the 2020 state general election, even if all of the precinct's
absentee ballots have not yet been processed. If count results are released under this section,
the release must clearly indicate that the county's results reflect a partial count. This section
does not permit count results from any precinct to be released before the time when voting
