A bill for an act
relating to health; establishing a grant program to prevent sexual violence against
individuals with intellectual or developmental disabilities; appropriating money;
proposing coding for new law in Minnesota Statutes, chapter 145.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner
of health shall award competitive grants to fund programs, services, and activities to prevent
sexual violence against individuals with intellectual or developmental disabilities. The
following organizations are eligible for grants under this section:

(1) nonprofit disability advocacy organizations;
new text end
new text begin
(2) victim services organizations; and
new text end
new text begin
(3) other agencies or organizations that support individuals with intellectual or
developmental disabilities who are victim survivors of sexual violence.

Grants disbursed under this section may be used to:

(1) adapt, expand, or coordinate existing programs, services, and activities to prevent
sexual violence against individuals with intellectual or developmental disabilities;

(2) establish new programs, services, and activities to prevent sexual violence against
individuals with intellectual or developmental disabilities;
new text end
new text begin
(3) support outreach, education, and technical assistance to other entities seeking to
establish programs, services, or activities to prevent sexual violence against individuals
with intellectual or developmental disabilities; and

(4) support activities related to evaluating programs, services, and activities funded with
grant funds, and reporting the results of the evaluations to the commissioner.

(a) To apply for a grant under this section,
an eligible organization must submit a proposal to the commissioner demonstrating that the
organization's proposed uses of the grant:

(1) is consistent with the comprehensive plan for prevention of abuse and neglect of
people with disabilities established by the Olmstead Prevention of Abuse and Neglect
Specialty Committee of the Minnesota Olmstead Subcabinet;

(2) reflects evidence that is informed by research and professional best practices for
preventing sexual violence against individuals with intellectual or developmental disabilities;
and

(3) incorporates stakeholder input when possible.

(b) An organization that receives a grant under this section must submit to the
commissioner an evaluation of the programs, services, and activities funded with the grant,
including an evaluation of outcomes.

$200,000 in fiscal year 2020 and $200,000 in fiscal year 2021 are appropriated from the
general fund to the commissioner of health to fund grants under Minnesota Statutes, section
145.473. The commissioner may use up to six percent of these appropriations for
administration and technical assistance.
