A bill for an act
relating to early childhood education finance; establishing after-school
community learning grant program; appropriating money; proposing coding for
new law in Minnesota Statutes, chapter 124D.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

A competitive statewide after-school community
learning grant program is established to provide grants to community or nonprofit
organizations, political subdivisions, or school-based programs that serve youth after
school or during nonschool hours. The commissioner shall develop criteria for after-school
community learning programs.

The expected outcomes of the after-school
community learning programs are to increase:

(1) school connectedness of participants;
new text end
new text begin
(2) academic achievement of participating students in one or more core academic
areas; and
new text end
new text begin
(3) the capacity of participants to become productive adults.

An applicant shall submit an after-school community learning
program proposal to the commissioner. The submitted plan must include:

(1) collaboration with and leverage of existing community resources that have
demonstrated effectiveness;

(2) outreach to children and youth; and
new text end
new text begin
(3) involvement of local governments, including park and recreation boards or
schools, unless no government agency is appropriate.

Proposals will be reviewed and approved by the commissioner. Approved proposals
are subject to receiving funding.

$10,000,000 in fiscal year 2008 is appropriated from the general fund to the
commissioner of education for the purposes of section 1. This appropriation is available
through June 30, 2009. The commissioner shall hire one full-time equivalent staff person
to administer the statewide after-school community learning grant program.
