1.2relating to health; establishing the Maternal and Child Health Advisory Task
1.3Force;proposing coding for new law in Minnesota Statutes, chapter 145.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. [145.8811] MATERNAL AND CHILD HEALTH ADVISORY TASK
1.6FORCE.
1.7    Subdivision 1. Composition of task force. The commissioner shall establish and
1.8appoint a Maternal and Child Health Advisory Task Force consisting of 15 members
1.9who will provide equal representation from:
1.10(1) professionals with expertise in maternal and child health services;
1.11(2) representatives of community health boards as defined in section 145A.02,
1.12subdivision 5; and
1.13(3) consumer representatives interested in the health of mothers and children.
1.14No members shall be employees of the Minnesota Department of Health. Section
1.1515.059 governs the Maternal and Child Health Advisory Task Force. Notwithstanding
1.16section 15.059, the Maternal and Child Health Advisory Task Force expires June 30, 2015.
1.17    Subd. 2. Duties. The advisory task force shall meet on a regular basis to perform
1.18the following duties:
1.19(1) review and report on the health care needs of mothers and children throughout
1.20the state of Minnesota;
1.21(2) review and report on the type, frequency, and impact of maternal and child health
1.22care services provided to mothers and children under existing maternal and child health
1.23care programs, including programs administered by the commissioner of health;
2.1(3) establish, review, and report to the commissioner a list of program guidelines
2.2and criteria which the advisory task force considers essential to providing an effective
2.3maternal and child health care program to low-income populations and high-risk persons
2.4and fulfilling the purposes defined in section 145.88;
2.5(4) make recommendations to the commissioner for the use of other federal and state
2.6funds available to meet maternal and child health needs;
2.7(5) make recommendations to the commissioner of health on priorities for funding
2.8the following maternal and child health services:
2.9(i) prenatal, delivery, and postpartum care;
2.10(ii) comprehensive health care for children, especially from birth through five
2.11years of age;
2.12(iii) adolescent health services;
2.13(iv) family planning services;
2.14(v) preventive dental care;
2.15(vi) special services for chronically ill and disabled children; and
2.16(vii) any other services that promote the health of mothers and children; and
2.17(6) establish, in consultation with the commissioner and the state Community Health
2.18Advisory Committee established under section 145A.10, subdivision 10, paragraph (a),
2.19statewide outcomes that will improve the health status of mothers and children as required
2.20in section 145A.12, subdivision 7.
