A bill for an act
relating to energy; requesting the Legislative Energy Commission to study issues
related to high-voltage transmission line routing.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The Legislative Energy Commission is requested to study and make
recommendations concerning state laws and rules governing the routing of high-voltage
transmission lines. In particular and without limitation on other subjects, the commission
is requested to study:

(1) whether financial assistance should be provided to citizens to participate in the
routing process and, if so, the process for providing the assistance and the amounts of
the assistance; and

(2) under what circumstances, if any, landowners whose land is not included within
a route should be compensated for a loss in property value caused by the construction of a
high-voltage transmission line within the route.

The commission is requested to make its recommendation to the committee of the
legislature with primary jurisdiction over energy issues by February 15, 2014.
