1.1 A bill for an act 1.2 relating to local government; authorizing the city of 1.3 Winona to use its lodging tax revenues for certain 1.4 purposes; amending Laws 1991, chapter 291, article 8, 1.5 section 28, subdivision 1. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Laws 1991, chapter 291, article 8, section 28, 1.8 subdivision 1, is amended to read: 1.9 Subdivision 1. [AUTHORIZATION.] Notwithstanding Minnesota 1.10 Statutes, section 469.190, 477A.016, or other law, in addition 1.11 to the tax authorized in Minnesota Statutes, section 469.190, 1.12 the city of Winona may, by ordinance, impose a tax of up to one 1.13 percent on the gross receipts from the furnishing for 1.14 consideration of lodging at a hotel, motel, rooming house, 1.15 tourist court, or resort, other than the renting or leasing of 1.16 it for a continuous period of 30 days or more. The city may, by 1.17 ordinance, impose the tax authorized under this section on the 1.18 camping site receipts of a municipal campground. 1.19Fifty percent ofThe proceeds of this tax shall be used to 1.20 retire the indebtedness of the Julius C. Wilke Steamboat 1.21 Centerand. The balanceshall be used in the mannerof the tax 1.22 proceeds may be used to promote tourist activities, as 1.23 determined by resolution of the council, for the following 1.24 purposes: 1.25 (1) improvements to the levee and its adjacent area; 2.1 (2) improvements to Prairie Island shoreline; 2.2 (3) improvements to the municipal marina; or 2.3 (4) as directed in Minnesota Statutes, section 469.190, 2.4 subdivision 3.Upon retirement of the debt, the council shall2.5by ordinance reduce the tax by one-half percent or dedicate the2.6entire one percent in the manner directed in Minnesota Statutes,2.7section 469.190, subdivision 3.2.8 The tax shall be collected in the same manner as other 2.9 taxes authorized under Minnesota Statutes, section 469.190. 2.10 Sec. 2. [EFFECTIVE DATE; LOCAL APPROVAL.] 2.11 Section 1 is effective the day after the governing body of 2.12 the city of Winona complies with Minnesota Statutes, section 2.13 645.021, subdivision 3.
