A bill for an act
relating to taxation; authorizing an increased levy by the Buffalo-Red River
Watershed District for certain purposes.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Notwithstanding the limitations of Minnesota Statutes, section 103D.905,
subdivision 3, in addition to the annual general levy, the Buffalo-Red River Watershed
District may annually levy a tax not to exceed 0.02394 percent of taxable market value
for a period not to exceed 15 consecutive years to pay the cost attributable to the basic
water management features of projects initiated by petition of a political subdivision
within the watershed district or by petition of at least 50 resident owners of property
within the watershed district. In addition to any other purposes authorized by law, the
levy under this section may be used to develop and implement total maximum daily
loads for water quality.

This section is effective, without local approval, beginning
with the taxes levied in 2006, payable in 2007 through taxes levied in 2011, payable
in 2012.
