relating to energy; requiring an energy rate payer impact analysis for bills affecting
Minnesota energy costs; proposing coding for new law in Minnesota Statutes,
chapter 3.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin A bill that affects the cost of energy in Minnesota must not pass in the house of
representatives or the senate unless an analysis on the bill's impact with respect to the rates
paid by Minnesota energy consumers has been performed and made available to legislators
and the public. The house of representatives and the senate must adopt rules to implement
this section.

new text begin This section is effective the day following final enactment and
applies to bills passed by the house of representatives or the senate after January 1, 2021.
