A bill for an act
relating to capital improvements; appropriating money for the Minnesota
Correctional Facility-Shakopee; authorizing the sale and issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $10,297,000 is appropriated from the bond proceeds fund to the commissioner of
corrections for capital improvements at the Minnesota Correctional Facility-Shakopee, as
provided in this section.

(b) $5,375,000 of this appropriation is to design, construct, furnish, and equip a
92-bed expansion.

(c) $4,922,000 of this appropriation is to design, construct, and equip a security
fence around the facility to include, but not be limited to, a 21-foot high outside fence with
cameras, video motion detection equipment, and perimeter lighting.

To provide the money appropriated in section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$10,297,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
