  1.1                          A bill for an act 
  1.2             relating to state government; rulemaking; requiring 
  1.3             the advice and comment from standing committees for 
  1.4             certain agency rules. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [LEGISLATURE; ADVICE AND COMMENT ON CERTAIN 
  1.7   AGENCY RULES.] 
  1.8      In addition to the requirements imposed under Minnesota 
  1.9   Statutes, chapter 14, no rule proposed for adoption in the State 
  1.10  Register during the month of December 1995 is effective unless 
  1.11  the agency first submits the rule to the appropriate finance 
  1.12  committees or divisions of the committees of the house of 
  1.13  representatives and the senate for advice and comment. 
  1.14     A rule specified in this section is effective after the 
  1.15  agency receives the advice and comment from the finance 
  1.16  committees or divisions of the committees to which it was 
  1.17  referred and upon publication of a notice of adoption according 
  1.18  to Minnesota Statutes, section 14.18.  An agency need not wait 
  1.19  more than 60 days for advice and comment from finance committees 
  1.20  before proceeding to adopt a rule. 
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective the day following final enactment, 
  1.23  and applies to all rules proposed for adoption in the State 
  1.24  Register during the month of December 1995.
