  1.1                          A bill for an act
  1.2             relating to education finance; modifying the 
  1.3             transportation sparsity formula; appropriating money; 
  1.4             amending Minnesota Statutes 2002, section 126C.10, 
  1.5             subdivision 18. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 126C.10, 
  1.8   subdivision 18, is amended to read: 
  1.9      Subd. 18.  [TRANSPORTATION SPARSITY REVENUE ALLOWANCE.] (a) 
  1.10  A district's transportation sparsity allowance equals the 
  1.11  greater of zero or the result of the following computation: 
  1.12     (i) Multiply the formula allowance according to subdivision 
  1.13  2, by .1469. 
  1.14     (ii) Multiply the result in clause (i) by the district's 
  1.15  sparsity index raised to the 26/100 power. 
  1.16     (iii) Multiply the result in clause (ii) by the district's 
  1.17  density index raised to the 13/100 power. 
  1.18     (iv) Multiply the formula allowance according to 
  1.19  subdivision 2, by .0485. 
  1.20     (v) Subtract the result in clause (iv) from the result in 
  1.21  clause (iii). 
  1.22     (vi) Multiply the result in clause (v) by 1.1. 
  1.23     (b) Transportation sparsity revenue is equal to the 
  1.24  transportation sparsity allowance times the adjusted marginal 
  1.25  cost pupil units. 
  2.1      [EFFECTIVE DATE.] This section is effective for revenue for 
  2.2   fiscal year 2005. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $4,400,000 is appropriated in fiscal year 2005 from the 
  2.5   general fund to the commissioner of education for the payment of 
  2.6   additional general education aid required by section 1.  This 
  2.7   amount is in addition to any other appropriation for this 
  2.8   purpose.
