  1.1                          A bill for an act
  1.2             relating to tourism; economic development; 
  1.3             environment; authorizing the issuance of bonds; 
  1.4             appropriating money for development of an interpretive 
  1.5             center and conference center regarding the voyageur 
  1.6             and related animals. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; VOYAGEUR INTERPRETIVE AND 
  1.9   CONFERENCE CENTER.] 
  1.10     (a) $250,000 is appropriated from the bond proceeds fund to 
  1.11  the commissioner of trade and economic development for the 
  1.12  predesign and design of an interpretive and conference center.  
  1.13  The center shall provide educational opportunities and enhance 
  1.14  tourism by presenting information and displays which preserve 
  1.15  and interpret the history of the voyageur and related animals, 
  1.16  emphasizing the importance of the fur trade to the history and 
  1.17  development of the region and the state.  The center shall 
  1.18  include conference facilities.  The center shall be located in 
  1.19  the city of International Falls. 
  1.20     In developing plans for the facility, the commissioner must 
  1.21  consult with the small business development center located at 
  1.22  Rainy River Community College. 
  1.23     (b) To provide the money appropriated by this act from the 
  1.24  bond proceeds fund, the commissioner of finance, on request of 
  1.25  the governor, shall sell and issue bonds of the state in an 
  1.26  amount up to $250,000 in the manner, on the terms, and with the 
  2.1   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.2   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.3   4 to 7.
