1.12We, the undersigned conferees for H. F. No. 2433 report that we have agreed upon
1.13the items in dispute and recommend as follows:
1.14That the Senate recede from its amendment and that H. F. No. 2433 be further
1.15amended as follows:
1.16Delete everything after the enacting clause and insert:

1.27 Sec. 3. Laws 2005, chapter 20, article 1, section 7, subdivision 2, is amended to read:

2.6The commissioner shall determine project
2.7priorities as appropriate based on need.
2.8This appropriation includes money for
2.9the following projects: Ada, Austin,
2.10Breckenridge, new text begin Browns Valley, new text end Canisteo
2.11Mine, Cannon Falls, Crookston, Dawson,
2.12East Grand Forks, Grand Marais Creek,
2.13Granite Falls, Green Meadow Dam, Inver
2.14Grove Heights, Little McDonald Lake,
2.15Malung, Manston Slough, Minneapolis,
2.16Montevideo, Oakport, Palmville, Roseau
2.17River, St. Louis Park, Two River Ross
2.18Impoundment, Warren, and Whiskey Creek.
2.19$2,000,000 is for Austin for identified
2.20capital improvement projects, and any
2.21other authorized federal or state flood
2.22mitigation projects in the area designated
2.23under Presidential Declaration of Major
2.24Disaster, DR-1569, whether included in the
2.25original declaration or added later by federal
2.26government action. The area currently
2.27included in DR-1569 includes territory
2.28within the counties of Dodge, Faribault,
2.29Freeborn, Martin, Mower, Olmsted, and
2.30Steele.
2.31$175,000 is for the state share of a grant to
2.32the city of Cannon Falls for predesign and
2.33design of capital improvements to alleviate
2.34flooding caused by runoff from the bluffs and
2.35the flooding of the Little Cannon River and
2.36the Cannon River.
3.1For any project listed in this subdivision that
3.2is not ready to proceed or does not expend all
3.3the money allocated to it, the commissioner
3.4may allocate that project's money to a project
3.5on the commissioner's priority list.
3.6To the extent that the cost of a project in
3.7Ada, Austin, Breckenridge,new text begin Browns Valley,new text end
3.8Dawson, East Grand Forks, Granite Falls,
3.9Montevideo, Oakport Township, Roseau, or
3.10Warren exceeds two percent of the median
3.11household income in the municipality
3.12multiplied by the number of households in
3.13the municipality, this appropriation is also
3.14for the local share of the project.
3.15There is no local share required for the
3.16Canisteo Mine project.
3.17For grants for Roseau River wildlife
3.18management area, Palmville, and Malung,
3.19the state share must be $3 for each $1 of
3.20nonstate contribution.
3.21Notwithstanding the grant expiration date of
3.22June 30, 2002, the commissioner of natural
3.23resources shall extend until June 30, 2007,
3.24the expiration date of a grant made to the
3.25city of Stillwater under Minnesota Statutes,
3.26section
103F.161, used to match certain
3.27federal appropriations for flood hazard
3.28mitigation.
3.29 Sec. 4. Laws 2006, chapter 258, section 7, subdivision 3, is amended to read:
