A bill for an act
relating to state government; prohibiting former legislators and certain legislative
employees from lobbying the legislature for two years after leaving legislative
office or separation from employment; providing exceptions; proposing coding
for new law in Minnesota Statutes, chapter 10A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.

[10A.1035] LOBBYING ACTIVITIES PROHIBITED.

(a) An individual is prohibited from registering as a lobbyist for two years after:

(1) leaving office as a member of the legislature;
new text end
new text begin
(2) separation from employment as an employee of a legislative caucus at a director-level
position; or
new text end
new text begin
(3) separation from employment as a committee administrator for a legislative caucus.

(b) The two-year prohibition on registering as a lobbyist under paragraph (a) does not
apply to lobbying as:

(1) an employee of the state;
new text end
new text begin
(2) a nonelected local official;
new text end
new text begin
(3) an employee of a political subdivision; or
new text end
new text begin
(4) a volunteer lobbyist.
