1.1 A bill for an act 1.2 relating to economic development; directing office of 1.3 strategic and long-range planning to create state 1.4 development strategy; appropriating money. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [STATE DEVELOPMENT STRATEGY.] 1.7 The director of the office of strategic and long-range 1.8 planning shall develop, in coordination with the metropolitan 1.9 council and the commissioners of transportation, trade and 1.10 economic development, and natural resources, a 20-year state 1.11 development strategy. The strategy must include: 1.12 (1) forecasts, issues, goals, and policies relating to 1.13 development and the connection between transportation, land use, 1.14 environmental protection, energy, and economic development; 1.15 (2) an identification of major development and 1.16 transportation corridors in the state; 1.17 (3) an identification of cultural and natural features and 1.18 resources of statewide, regional, and local significance; 1.19 (4) recommendations for coordinated state investments 1.20 necessary to achieve goals and policies in the area of 1.21 infrastructure, including transportation and wastewater 1.22 treatment facilities; 1.23 (5) a description of any legislation or programmatic 1.24 changes necessary to implement the plan; 1.25 (6) recommendation for approaches for coordinating local 2.1 government decisions with the strategy; and 2.2 (7) a process for encompassing the community-based planning 2.3 goals in Minnesota Statutes, section 4A.08, including citizen 2.4 participation and intergovernmental cooperation. 2.5 Sec. 2. [EVALUATION.] 2.6 The director shall submit to the legislature by February 2.7 15, 2000, an evaluation and proposal for preparing the state 2.8 development strategy based on development of a prototype 2.9 strategy for the I-94 corridor area between the metropolitan 2.10 area and St. Cloud. 2.11 Sec. 3. [APPROPRIATION.] 2.12 $....... is appropriated in fiscal year 2000 from the 2.13 general fund to the office of strategic and long-range planning 2.14 for preparation of the prototype for the state development 2.15 strategy.
