relating to local government; authorizing the city of St. Paul to use a design-build
process for a skate park project.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ST. PAUL; DESIGN-BUILD AUTHORIZATION.

new text begin Notwithstanding Minnesota Statutes, section 471.345, or any other law to the contrary,
the city of St. Paul may solicit and award a design-build or construction manager at risk
contract for the East Side Skate Park project at Eastside Heritage Park on the basis of a best
value selection process. The city must consider at least three proposals when awarding a
design-build contract under this section.
