A bill for an act
relating to water policy; requiring the governor to appoint a water policy
manager; establishing water policy manager qualifications and duties; proposing
coding for new law in Minnesota Statutes, chapter 4.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The governor must appoint a trained hydrologist who reports directly to the governor
to serve as the state's water policy manager to ensure the state's water laws are enforced.
The water policy manager must oversee water policy among executive branch agencies so
as to ensure the protection and restoration of, and prevention of degradation to, the state's
surface water and groundwater resources for the benefit of current and future generations
of Minnesotans. The water policy manager will act as the governor's representative to the
Legislative Water Commission established in 2013 H.F. No. 1769.
