  1.1                          A bill for an act
  1.2             relating to early childhood education; making 
  1.3             collaborative parent-infant services a condition for 
  1.4             hospital licensure; amending Minnesota Statutes 2002, 
  1.5             section 144.56, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 144.56, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 1a.  [COLLABORATIVE PARENT-INFANT SERVICES.] As a 
  1.10  condition of licensure, the commissioner shall require a 
  1.11  hospital to collaborate with licensed early childhood family 
  1.12  education providers in giving information and support to parents 
  1.13  and their young infants, birth to four months, on-site at the 
  1.14  hospital.  The hospital must develop policies and procedures 
  1.15  consistent with this section and other applicable law for 
  1.16  governing access to patients and patient information. 
  1.17     [EFFECTIVE DATE.] This section is effective July 1, 2004.
