A bill for an act
relating to education; directing the commissioner of education to seek federal
approval to modify the multiple measurements rating to fairly calculate
graduation rates in districts and schools serving eligible students with disabilities
ages 18 to 21.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of education is directed to seek approval from the secretary of
the federal Department of Education to modify that part of the multiple measurements
rating related to calculating high school graduation rates under Minnesota's 2012 No
Child Left Behind Act waiver so that school districts and schools are not penalized by
the calculation for serving eligible students with disabilities between the ages of 18 and
21, consistent with the federal Individuals with Disabilities Education Act, who do not
graduate within four years after beginning grade 9.
