A bill for an act
relating to education; teacher licenses; requiring a hearing; amending Minnesota
Statutes 2018, section 122A.20, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 122A.20, is amended by adding a subdivision
to read:

new text begin Notwithstanding any law to the contrary, the Professional
Educator Licensing and Standards Board or Board of School Administrators must hold a
hearing before refusing to renew, suspending, or revoking a license under the board's
jurisdiction, unless the grounds for the board action is a conviction referenced in subdivision
1, paragraph (b). Neither board may enter into a stipulation agreement affecting the license
of a teacher without holding a hearing.
