  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [REPEALER.] 
  1.7      Minnesota Statutes 2002, section 473.1295, is repealed. 
  1.8      Sec. 2.  [EFFECTIVE DATE; APPLICATION.] 
  1.9      Section 1 is effective the day following final enactment 
  1.10  and applies in the counties of Anoka, Carver, Dakota, Hennepin, 
  1.11  Ramsey, Scott, and Washington.
