  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5                           HIGHER EDUCATION 
  1.6   Section 1.  [HIGHER EDUCATION APPROPRIATIONS.] 
  1.7      The dollar amounts in the columns marked "APPROPRIATIONS" 
  1.8   are added to or, if shown in parentheses, are subtracted from 
  1.9   the appropriations in Laws 2001, First Special Session chapter 
  1.10  1, as amended by Laws 2001, First Special Session chapter 220 or 
  1.11  374, or other law to the specified agencies.  The appropriations 
  1.12  are from the general fund or any other named fund and are 
  1.13  available for the fiscal years indicated for each purpose.  The 
  1.14  figure 2003 means that the addition to or subtraction from the 
  1.15  appropriations listed under the figure are for the fiscal year 
  1.16  ending June 30, 2003.

  2.11  The base appropriation for fiscal years 
  2.12  2004 and 2005 is reduced by this amount.
  2.13  The higher education services office 
  2.14  shall not reduce grant awards of the 
  2.15  state grant program under Minnesota 
  2.16  Statutes, section 136A.121, to meet the 
  2.17  reductions under this section.  
  2.18  Subd. 2.  State Grants, Fiscal Year 2003
  2.19  Notwithstanding Minnesota Statutes, 
  2.20  section 136A.121, subdivision 9a, the 
  2.21  higher education services office may 
  2.22  eliminate state grant funding for 
  2.23  summer school programs and may 
  2.24  establish a closing date for grant 
  2.25  funding for grants in fiscal year 2003. 
  2.26  Sec. 3.  BOARD OF TRUSTEES OF THE
  2.27  MINNESOTA STATE COLLEGES AND UNIVERSITIES

  2.30  appropriation reductions for fiscal 
  2.31  years 2004 and 2005 in Laws 2002, 
  2.32  chapter 220, article 5, section 3. 
  2.33  Sec. 4.  BOARD OF REGENTS OF
  2.34  THE UNIVERSITY OF MINNESOTA
  2.35  Total Appropriation Changes                        (25,000,000)
  2.36  This amount is added to the base 
  2.37  appropriation reductions for fiscal 
  2.38  years 2004 and 2005 in Laws 2002, 
  2.39  chapter 220, article 5, section 4. 
  2.40  Reductions under this section may be 
  2.41  made to general fund appropriations in 
  2.42  Laws 2001, First Special Session 
  2.43  chapter 1, article 1, section 4, except 
  2.44  for appropriations to the agricultural 
  2.45  and extension service under Laws 2001, 
  2.46  First Special Session chapter 1, 
  2.47  article 1, section 4, subdivision 4, 
  2.48  paragraph (a). 
  2.49     Sec. 5.  [SELF LOAN RESERVE FUND TRANSFER.] 
  2.50     By June 30, 2003, notwithstanding Minnesota Statutes, 
  2.51  section 136A.171, or any other law to the contrary, the higher 
  2.52  education services office shall transfer $30,000,000 of 
  3.1   unrestricted balances in the SELF loan reserve fund to the 
  3.2   general fund.  
  3.3      Sec. 6.  [EFFECTIVE DATE.] 
  3.4      Sections 1 to 5 are effective the day following final 
  3.5   enactment, unless otherwise specified.
