A bill for an act
relating to agriculture; appropriating money for an industrial hemp Next processing
facility.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $7,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of agriculture for a grant to Indigenous Previous Hemp Next Cooperative to: (1) build an industrial Previous hemp Next
fiber processing facility in an appropriate location; and (2) conduct industrial Previous hemp Next research.
The commissioner, in consultation with the Indigenous Previous Hemp Next Cooperative, shall determine
the location of the Previous hemp Next fiber processing facility in northwest Minnesota to encourage and
support Tribal farmer participation in the emerging industrial Previous hemp Next economy. The industrial
Previous hemp Next fiber processing facility and the facility's supporting infrastructure must operate within
the guidelines of the Minnesota Industrial Previous Hemp Plan as authorized by the United States
Department of Agriculture. This is a onetime appropriation and is available until the project
is completed, subject to Minnesota Statutes, section 16A.642.
